General Description of the Project
On June 30, 2009, an Application for Certification (AFC) was submitted to the California Energy Commission to construct and operate the Oakley Generating Station, in the City of Oakley, in Contra Costa County, California. The proposed project will be a state-of-the-art natural gas-fired, combined-cycle electrical generating facility rated at a nominal generating capacity of 624 megawatts (MW).
Energy Commission Facility Certification Process
The California Energy Commission (CEC) is the lead agency (for licensing thermal power plants 50 megawatts and larger) under the California Environmental Quality Act (CEQA) and has a certified regulatory program under CEQA. The CEC siting process is a comprehensive process that reviews in excess of 20 specific environmental disciplines. It is a public process with an ample opportunity for public input. The Renewable Portfolio Standard
California has set an aggressive renewable portfolio standard of 33%. Due to the intermittent nature of renewable resources, the new standard cannot be reached without highly responsive conventional resources to back them up. The Oakley Generating Station (OGS) has been designed with this goal in mind. OGS will utilize state-of-the-art GE equipment that has been engineered to minimize start-up times and maximize loading flexibility to specifically address the operational challenges posed by intermittent renewable resources.
